at the High-Level Dialogue between Member States and Resident Coordinators

Distinguished Colleagues,

 

At the outset, I would like to thank H.E. Ms. Amina Mohammed, Deputy Secretary-General of the United Nations, for convening today’s interactive dialogue with Resident Coordinators. I also thank ASG Oscar Fernandez-Taranco for Development Coordination, Ambassador Krzysztof Maria Szczerski, Permanent Representative of Poland and Vice-President of ECOSOC, and Ambassador Muhammad Abdul Muhith, Permanent Representative of Bangladesh and Chair of the 79th session of the Second Committee for their insightful remarks.

The establishment of the reinvigorated resident coordinator system has been one of the landmark reforms under the leadership of the Deputy Secretary General H.E. Ms. Amina Mohammed. This system of impartial, independent, and empowered Resident Coordinators leading UN operational activities for development at the country level has facilitated more collaborative, interactive, and focused efforts on the ground. We firmly believe that the reinforced coordination among all UN agencies and programs in countries will pave the way for more targeted and effective system-wide support in achieving SDGs.

As the host of COP29, Azerbaijan is tirelessly working with all respective Parties, including the UN entities, to implement a joint commitment to tackling climate challenges. The recent visit of Madame Amina Mohammed to Azerbaijan and her participation in the High-Level Ministerial Dialogue on NCQG on climate finance and the Pre-COP conference is a testament to the indispensable support provided by the UN to the COP29 Presidency’s efforts to ensure the success of the conference and its outcomes.

In this vein, I must highlight the system-wide support provided by UN agencies, funds, and programs in delivering coordinated technical support to the COP29 Presidency through the dedicated UN Task Force. As a result of this collaborative spirit, 14 initiatives and their outcomes were put forward within the COP29 Action Agenda in various sectors, including energy, agriculture, health, urbanization, and other key areas. In this context, we express our deep gratitude to the UN Resident Coordinator, Ms. Vladanka Andreeva, and her dedicated country team for their exceptional leadership and invaluable assistance in the lead-up to COP29.

Since the liberation of the occupied territories, the safe and dignified return of IDPs to their native lands has been among the main priorities for my Government. To achieve this goal, Azerbaijan has embarked on a large-scale rehabilitation and reconstruction process, which includes the construction of new cities, towns, and infrastructure and the restoration of all essential services. Regrettably, the massive contamination of territories of Azerbaijan with landmines and other explosive devices has been a primary obstacle to the smooth progress of these efforts. Given the scale of the problem, there has been an urgent need for increased support by the UN system and other international partners to support demining activities and development needs. In this vein, the support and continuous effort by the Resident Coordinator and her team in Azerbaijan to support national activities during the post-conflict period in this regard cannot be overstated.

These are the real examples from our national perspective of how the UN development system is closely aligned with national needs and priorities. We commend the tremendous progress achieved in the UN’s development efforts in just five years and look forward to enhancing the benefits of this flagship reform in achieving a shared commitment to meet the 2030 deadline.
